Indonesian telecommunications giants PT Telkom Indonesia (Persero) Tbk (Telkom) and PT Indosat Tbk (Indosat Ooredoo Hutchison or IOH) have announced a strategic partnership.
The collaboration, formalized through a Memorandum of Understanding (MoU) between Telkom’s subsidiary NeutraDC and BDx Indonesia, a joint venture of BDx Data Centers, Indosat, and Lintasarta, focuses on establishing an Interconnected Internet Exchange (IX) ecosystem.
The MoU, signed at the Pacific Telecommunications Council (PTC) 2024 event in Honolulu, Hawaii, marks a landmark initiative in enhancing Indonesia’s digital infrastructure.

Andreuw Th A F expressed NeutraDC’s enthusiasm for the partnership, highlighting its potential to democratize internet access and boost Indonesia’s digital economy. Mayank Srivastava of BDx echoed this sentiment, noting the collaboration’s role in creating Indonesia’s most interconnected digital infrastructure mesh.
This alliance positions NeutraDC and BDx Indonesia at the forefront of the digital transformation wave sweeping Southeast Asia. The partnership will expand data center capabilities and colocation capacities, offering end-users diverse services through a single port and facilitating a distributed security architecture.
Both firms will focus on establishing Tier 3 compliant, carrier-neutral locations across Indonesia’s key cities, hosting multiple, independent IXs. This effort aims to enhance internet infrastructure resilience and streamline national internet frameworks.
NeutraDC’s role is pivotal, with its operations in hyperscale data centers in Cikarang and Batam, and enterprise data centers nationwide. Similarly, BDx Indonesia boasts a comprehensive portfolio, including facilities across major islands and developments supporting AI workloads.
Ririek Adriansyah, President Director of Telkom Indonesia, emphasized the strategic collaboration’s potential to elevate internet service quality and democratize information access in the Asia Pacific region.
Vikram Sinha of Indosat Ooredoo Hutchison echoed these ambitions, focusing on the partnership’s ability to fortify Indonesia’s internet network and accelerate digital inclusion.
